Sony keeps the MMORPG flame burning with EverQuest Next and EverQuest Next Landmark

If you thought Sony Online Entertainment (SOE) was done with the EverQuest brand, well, think again. The company has come up with a successor to the classic MMO with EverQuest Next (EQN), which aims to give MMO die-hards a world they can mold and disrupt to their heart's content. According to Sony, "there are no levels" in EQN, but with around 40 different classes at launch, players can mix and match abilities and develop them as they go along. The game will also be smart enough to learn from your decisions, offering up related opportunities so you can do more of what you like, be it crafting weapons or beating up orcs. Further, NPCs are given "motivations" and "core values" so that they'll attack you not just 'cause you're within aggro range, but because they want your gold for example.

Perhaps the biggest departure from other MMOs is that EQN introduces the idea of fully destructible environments that would result in permanent change to the landscape. Blow a hole in the wall? Well, it'll stay that way, at least until someone else comes along to patch it. Since you can now destroy things, SOE also launched something called EverQuest Next Landmark, a sandbox that lets gamers create objects and buildings in the EverQuest world with the same tools SOE designers used to make the game. Amateur game architects can share their creations with friends, or collaborate with them on larger projects. Landmark will launch as a "Free to Play" title later this year, and marks the first stage in EQN's release. As for EverQuest Next itself, well, its pricing and availability has yet to be announced. Del Potro beats Haas, will face Isner in DC final

WASHINGTON (AP) ? A couple of plastic sandwich bags filled with ice were resting on his left thigh, and some others were chilling his right knee, as an admittedly exhausted John Isner assessed how he's holding up after eight victories in 10 days.

"My body doesn't feel great," Isner said, then paused and smiled. "At the same time, nothing is wrong with me, besides just being a little tired and a little worn out. But that's what happens when you play well."

The highest-ranked American man certainly has been doing that lately. Isner, who is ranked 20th and seeded eighth, set up his sternest test of late, earning a matchup against top-seeded and two-time champion Juan Martin del Potro in Sunday's Citi Open final.

Taking control by breaking serve immediately after a rain delay, Isner hit 29 aces and beat unseeded Dmitry Tursunov 6-7 (7), 6-3, 6-4. Del Potro was much stronger after his semifinal was interrupted for more than three hours by showers and he turned things around to beat Tommy Haas 7-6 (4), 6-3.

"The rain, for sure, helped me to come back in this match," del Potro said.

He stretched his winning streak at the hard-court tuneup for the U.S. Open to 13 matches. He won Washington's tournament in 2008 and 2009, then skipped it the past three years.

Trailing the third-seeded Haas 4-1 when a downpour came, 2009 U.S. Open champion del Potro won four games in a row. He then needed to save a set point, before eventually taking the tiebreaker.

Defending champion Magdalena Rybarikova beat Ekaterina Makarova 6-2, 6-0 in the first women's semifinal. The other, between Alize Cornet and Andrea Petkovic, did not start until after midnight.

Isner finished with a flourish ? his last six serves were aces ? and continued the strong form he showed last week while winning the title at Atlanta on a hard court.

"When you're winning, you're playing a lot of matches, and from that, naturally, you're just going to wear down," said Isner, who was visited by a trainer in the third set but said the left leg injury that forced him to stop playing at Wimbledon in June was not bothering him.

"I just wanted to get it massaged a little bit," said Isner, who for years has been officially listed as being 6-foot-9 by the ATP, but the tour's website recently changed that to 6-10. "It wasn't anything I was seriously worried about."

Isner, the 2007 runner-up in Washington, acknowledged his body feels "like it's a little beat up" after a second consecutive three-setter and a busy 1? weeks, "but I'll be ready to go tomorrow, for sure."

After dropping the first set against Tursunov, Isner was ahead on serve 2-1 in the second when, with the match 70 minutes old and a drizzle falling, play was suspended. When they resumed at 30-40, Isner converted the break point with a forehand passing winner on a 12-stroke exchange.

"It's definitely not a comfortable feeling" to return from a delay facing break point, Tursunov said. "Really, you understand that if you don't win this point, you're down a break, and then the set is over."

Indeed, that was the first break of serve in the match, and all the 20th-ranked Isner would need to even things at a set apiece 15 minutes later.

"I did come out a little bit fresher from that rain delay and winning that first point gave me all sorts of momentum," Isner said. "I knew I was serving great."

He broke again to lead 3-2 in the third, this time at love, helped by three unforced errors by the 61st-ranked Tursunov.

That was pretty much that, because Isner's powerful serve was clicking ? just as it usually does during the summer hard-court season in North America.

"It's my absolute favorite time of the year," said Isner, whose best Grand Slam showing was a run to the U.S. Open quarterfinals in 2011. "It's not a coincidence that I play and do well here in the summer, every single year."

Isner won 69 of 86 points he served Saturday, including runs of 16 and 14 in a row, and did not face a break point. Despite consistently hitting serves at 130 mph or faster, Isner only double-faulted once. Tursunov hit nine double-faults and only four aces.

"I'd like to see someone trying to break him or trying to do better than I did," Tursunov said. "You really can't see the serve too well. ... It's really just a lot of guessing and hoping you put your racket where the ball's going to be."

If Isner wins Sunday, he would earn his third title of 2013 and pull even with No. 1 Novak Djokovic for the third-highest total on tour. Only Rafael Nadal (seven) and Andy Murray (four) have won more tournaments this season.

As for whether a ninth match in 11 days might force him to reconsider his schedule over the coming weeks ? the year's last major tournament starts in New York on Aug. 26 ? Isner said he hasn't thought about that yet.

"I want to be as fresh as I can for the U.S. Open," the 245-pound Isner said. "I have played a lot of matches (and) I'm not necessarily built to play week after week after week."

Pentagon fires 60 troops after sex-assault review

WASHINGTON ? Sixty troops have been disqualified as sexual assault counselors, recruiters or drill instructors after the military investigators found they had committed violations ranging from alcohol-related offenses to child abuse and sexual assault.

Defense Secretary Chuck Hagel ordered that the records of recruiters and sexual assault counselors be examined on May 17. That action came in light of the Pentagon's report in May that estimated 26,000 troops had been sexually assaulted in 2012, a 35 percent increase since 2010, with offenses ranging from groping to rape. Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, has called sexual assault in the military a crisis.

The records of at least 35,000 troops have been screened or are under review, according to the services.

Each of the services appears to have interpreted Hagel's directive differently. The Marines screened recruiters, for example, against a public database, while the Army considered criminal records for sexual assault, child abuse and alcohol-related offenses.

The Army has suspended 55 soldiers, according to figures compiled through mid-July, said George Wright, an Army spokesman. In all, it is looking at 20,000 recruiters, sexual-assault counselors and drill instructors and expects to have completed its screening by Oct. 1. More suspensions could occur as the review continues.

It is unclear whether the suspended soldiers have been discharged, Wright said, or if they can be reassigned to other units.

"We only want the very best to be in these positions of special trust," Wright said. "The steps we are taking are in keeping with our commitment to maintaining the special bonds of trust and confidence between the leader and his or her soldiers."

The Navy disqualified three of 5,125 recruiters it reviewed, and two of 4,739 counselors. It reviewed records of 869 recruit instructors; none of them was disqualified.

"We are committed to this process and routinely screen personnel for any conduct that could warrant decertification," said Tammy O'Rourke, the Navy's sexual assault prevention and response program manager.

The Air Force reported no airmen were disqualified but did not report an overall number. The Marines screened its recruiters against the National Sex Offenders Public website, according to a memo, and found no matches. About 6,000 Marine recruiters were screened.

Several high-profile sex scandals have rocked the military this year. The Air Force relieved the lieutenant colonel in charge of its Sexual Assault Prevention and Response Office following his arrest in May after police said he drunkenly groped a woman outside a bar not far from the Pentagon.

Also in May: The Army announced that it was investigating a sergeant in charge of a battalion's sexual assault prevention program at Fort Hood for suspicion of sexual assault. He is suspected of running a small-scale prostitution ring there, according to sources briefed on the case.

Congress summoned the service chiefs to Capitol Hill to explain their response to sexual assault, and a number of measures to address the issue could become law. Among them is a proposal to enhance oversight of commanders who make decisions about prosecution and discipline in sex crimes.

Three teams from the Rain City Water Polo club traveled to Southern California at the end of July and early August to take part in the U.S. Junior Olympics.

The U16 boys team finished sixth in the Championship Gold division, while the U14 boys team earned eighth place in the Championship Gold division.

The U16 girls Rain City team, competed on Thursday, Aug. 1 and continue play this weekend.

Rain City Water Polo is a club water polo program, which includes many Mercer Island players.

Trans-Pacific Partnership free trade agreement could lead to fewer U.S. jobs

The Morning Call published the recent story about Lehigh Valley businesses hiring at faster pace. This is good news but gains could be lost with the pending Trans-Pacific Partnership free trade agreement. The Trans-Pacific Partnership dwarfs the North American Free Trade Agreement both geographically and economically and could result in serious job and wage loss in our area.

The proposed pact not only covers traditional trade matters such as tariffs and quotas but also is said to contain some 29 separate chapters affecting everything from food safety standards and banking regulations to energy policy and government purchasing decisions.

Despite having completed 18 major rounds of negotiations on that agreement, the Obama administration has refused to tell the American public what it has been proposing in our name, instead classifying all the draft texts. Now the administration wants Congress to pass new fast-track legislation that would enable the partnership to circumvent ordinary congressional review, amendment and debate procedures.

Germany chides Egypt on 'selective justice,' Brotherhood defiant

CAIRO (Reuters) - Germany urged Egypt to avoid "the appearance of selective justice" on Thursday amid a crackdown on deposed President Mohamed Mursi's Muslim Brotherhood, which remained defiantly dug in at a protest camp the police have orders to remove.

There was no word on when the authorities would move against the vigil maintained by the Brotherhood since the army ousted Mursi on July 3 following mass protests. A cabinet statement on Wednesday appeared to signal imminent action.

In the month since Mursi's fall, police have rounded up many Brotherhood leaders, mostly on charges of inciting violence.

Mursi, who has been in army detention since his overthrow, also faces a judicial inquiry into accusations that include murder and conspiring with the Palestinian Islamist group Hamas.

The arrests, along with street violence that has killed more than 100 Mursi supporters, have fuelled global concern that the army-backed government plans to crush the Brotherhood even if it says it wants to involve the Islamists in a new transition plan.

"All appearance of selective justice must be avoided," said Westerwelle, speaking alongside his Egyptian counterpart, Nabil Fahmy.

Fahmy said: "There is no justice of vengeance and no selective justice. There is law and it applies to everyone."

The authorities brought formal charges on Wednesday against the Brotherhood's three top leaders, two of whom are in custody.

The government has been buoyed by huge pro-army rallies on Friday in response to a call by army chief General Abdel Fattah al-Sisi for Egyptians to give him a "mandate" to crack down on "violence and terrorism" - a reference to the Brotherhood.

"READY TO DIE"

With the Brotherhood camped out in the streets, Egypt is more polarized than at any time since veteran autocrat Hosni Mubarak was toppled in 2011, starting off a political transition fraught with unrest that has hammered the economy.

The government's new transition plan envisions parliamentary elections in about six months, to be followed by a presidential vote. The Brotherhood says the army has mounted a coup against a legitimate elected leader and want nothing to do with the plan.

With no sign of a negotiated end to weeks of confrontation, the interim cabinet said on Wednesday that two Cairo vigils by Mursi supporters posed a threat to national security, citing "terrorism" and traffic disruption.

It ordered the Interior Ministry to take steps to "address these dangers and put an end to them", but gave no time-frame.

"We are ready. We are ready to die for legitimacy. An attack can happen at any moment," said Mohamed Saqr, a Brotherhood activist guarding one of the entrances to the sprawling encampment centered around a mosque in northeast Cairo.

Wednesday's announcement appeared to undermine efforts by the European Union to negotiate a peaceful settlement.

EU foreign policy chief Catherine Ashton spent two days in Cairo this week, becoming the first outsider to see Mursi when she was flown after dark by military helicopter to his secret place of confinement.

An EU envoy in Cairo to pursue the mediation effort visited the main sit-in in northeast Cairo late on Wednesday.

Brotherhood spokesman Gehad El-Haddad posted a photo on Twitter of Bernadino Leon, the envoy, at the sit-in's media center. "This military coup is not accepted by a large segment of society," he said. "I think he (Leon) got the message."

"RECIPE FOR BLOODSHED"

Thousands of Brotherhood supporters are camped out behind sandbag fortifications at the Rabaa al-Adawiya sit-in. The entrances are guarded by volunteers with sticks, shields and makeshift body armor.

The interim government says the protesters are using guns.

The Brotherhood accuses security forces of whipping up trouble to justify a crackdown and has vowed to resist any attempt by the security forces to disperse the camps.

Such forcible action could set off more bloodletting after security forces shot dead 80 Brotherhood followers on Saturday and plunged the most populous Arab nation deeper into turmoil. The Brotherhood has called for a "million-man march" on Friday.

Human rights group Amnesty International called the cabinet decision to clear the camps "a recipe for further bloodshed" and a "seal of approval to further abuse."

Almost 300 people have been killed in violence since Mursi's ouster, inspiring fears in the West of a wider conflagration in Egypt, which straddles the Suez Canal and whose 1979 peace treaty with Israel is central to U.S. policy in the Middle East.

The United States, which supports the Egyptian military with $1.3 billion a year in aid, urged security forces in its longtime ally to respect the right to peaceful assembly. Two senior Republican senators are due to travel to Cairo next week.

U.S. Defense Secretary Chuck Hagel said on Wednesday the United States would proceed with a major military exercise called Bright Star in Egypt in mid-September. "We're planning on going ahead with it," Hagel told reporters at the Pentagon.

Hagel has been in regular contact with Sisi since the military unseated Mursi. But U.S. ties with Egypt's armed forces have shown signs of strain, notably when President Barack Obama decided last week to halt delivery of four F-16 fighter jets.

Saturday was a good night to be named Swanson at Lucas Oil Raceway in Clermont, Indiana. Brothers Tanner and Kody Swanson, from Kingsburg, California, took first and second in the J.D. Byrider 100, a 100-lap race for the USAC Traxxas Silver Crown cars held on the paved oval previously known as Indianapolis Raceway Park.

And it wasn't a bad night to be named Hines, either, as Tracy Hines won the 30-lap Rich Vogler Classic USAC midget race, while Tanner Swanson finished third, just behind Kyle Larson, fresh from an 11th-place finish at the Indiana 250 NASCAR Nationwide race at Indianapolis Motor Speedway Saturday afternoon, and a second-place finish at Eldora Speedway Wednesday night in the NASCAR Camping World truck series Mudsummer Classic.

Kody Swanson, 25, qualified on the pole in his for the Silver Crown race, and held the lead until Tanner, 21, started challenging him on lap 11. Tanner completed the pass on lap 14, and never looked back.

The 17-car race went caution-free until lap 49, when Jarrett Andretti, son of former NASCAR, IndyCar and NHRA driver John Andretti, spun in turn four after battling brake bias problems. Before the field was able to go green, the third-place car of Jerry Coons, Jr. spun after breaking an axle. The race restarted on lap 62, and Tanner Swanson again shot into the lead ahead of his brother, with David Byrne in third, Chris Windom in fourth, and Hines in fifth.

When the checkered flag fell on lap 100, Tanner, driving a Banjo Corporation Beast/Kistler, had nearly a half-lap lead over his brother, and was inches from lapping the sixth-place car of Jacob Wilson.

Prior to the Silver Crown race, New Castle, Indiana's Hines -- who finished 13th in the NASCAR truck series Mudsummer Classic at Eldora -- dominated the 14-car Rich Vogler Classic from the pole. Darrell Hagen passed Hines on lap five, but Hines quickly re-passed him, and Hagen dropped back to an eventual fourth-place finish. Larson was next to challenge Hines, passing him in turn three after a slide job, but Hines re-passed Larson before they reached the front straight.

Hines took the victory in his Spike/Stanton Toyota, followed by teammates Larson and Tanner Swanson, both driving Toyota-powered, Keith Kunz-owned Beast cars.

Hines leads defending series champion Hagen in season points, 307 to 301. In Silver Crown points, Kody Swanson leads Bobby East, who finished seventh, 197 to 186 points.

Frank Ocean suffers vocal cord tear, cancels tour

After learning he has a tear in one of his vocal cords, Frank Ocean has canceled his sold-out Australian tour right after opening night, according to a statement on promoter LiveNation's Facebook page.

The singer suffered throat problems on the first night of his inaugural tour Down Under on Thursday, and afterward visited the doctors, who gave him the diagnosis.

He was aware there was a problem even during the show, according to Billboard, as Ocean told the audience after a performance of "Forrest Gump," "I'm sick ... I don't know if you care." (Judge for yourself how he sounded in the video below.)

"After last night's concert ... it was necessary to seek medical advice due to vocal issues Frank Ocean experienced during the show," the show's promoter said in a statement on Facebook. "It has subsequently been confirmed that Frank has suffered a small tear to one of his vocal (cords) and has received medical advice that he must rest his voice."

The mini-tour of four dates was meant to coincide with the Australian music festival Splendour in the Grass, but that won't happen now.

"With Splendour already in full swing this is devastating news for the event and will be for many of our patrons," a spokesperson for the festival said.

Northrop Grumman's MQ-4C Triton unmanned aircraft is one step closer to serving the Navy in reconnaissance and surveillance missions, having just completed its first flight. The drone spent 80 minutes in the air, reaching an altitude of 20,000 feet. That's child's play compared to the aircraft's full potential: according to the Navy, it can soar at up to 60,000 feet and stay airborne for as long as 30 hours, due in no small part to its 130-foot wingspan. By 2015, the Triton will undergo operational testing and evaluation, and the Navy hopes to add additional aircraft to its existing fleet (currently just two strong). Bay Bowl: San Francisco to host 50th Super Bowl

BOSTON (AP) ? Build a new stadium, host the Super Bowl to show it off.

The NFL rewarded the San Francisco Bay Area on Tuesday with hosting rights for the 2016 championship game, slotting the 50th Super Bowl in the 49ers' high-tech Santa Clara stadium scheduled to open next year.

The league also voted at its spring meetings to give the 2017 game to Houston, which last hosted the big game in 2004.

"After losing a Super Bowl, it feels really good to win a Super Bowl," said 49ers CEO Jed York, whose team lost to Baltimore in the NFL title game in February. "We are so excited to be able to put on the 'Golden Super Bowl' in the Golden State."

The back-to-back, first-ballot votes also sent a message to South Florida that it needs to settle its squabble over renovations at the Miami Dolphins' stadium before it will get a chance to host its 11th Super Bowl.

"I can tell you that I think the stadium is a very import part of any of these proposals. The condition of the stadium is a factor," commissioner Roger Goodell said. "I think it's the stadium, at the end of the day. Their proposal was really quite exciting. I think owners would like to be in Miami. But it's competitive right now."

The 49ers are preparing to begin play in 2014 in what they are billing as the most technologically advanced stadium in the world ? the first cashless, ticketless venue in NFL championship history, with WiFi capability for 75,000 people. The 2016 Super Bowl will be the first in northern California since the 1985 game at Stanford Stadium.

When Goodell announced the 2016 decision, members of the San Francisco bid committee let out a roar of approval, then toasted each other with champagne. Asked what he believed swayed the owners to vote for San Francisco, York added: "It's the willpower of an entire area that gave an overwhelming push for us."

It was the first time in a decade that a Super Bowl was awarded on the first ballot. York said 25 percent of the proceeds from the game will be donated to fight poverty in the Bay Area.

"The Bay Area has been waiting for a (title) game since 1985. We have a stadium now," said Daniel Lurie, a leader of the San Francisco bid. "We are just thrilled and couldn't be happier about this."

Houston staged the 2004 Super Bowl, which is perhaps best known for Janet Jackson's halftime "wardrobe malfunction." That was just two years after Reliant Stadium opened.

"I think a lot of them just felt like, 'Hey, it's Houston's time,'" Texans owner Robert McNair said. "They knew we could do a good job. From 2004 to '17, that's 13 years. So I agree, I think it's Houston's time."

Miami has hosted 10 of them ? including the Jets' upset of the Colts in 1969 ? and is tied with New Orleans for the most. But South Florida got rejected twice after the Florida Legislature did not support financing to renovate Sun Life Stadium ? a likely backlash over the Marlins' new baseball stadium.

Multibillionaire Dolphins owner Stephen Ross contends $350 million in stadium improvements are badly needed, but he doesn't want to pay for them by himself. Nor does he want a scaled-down renovation of the 26-year-old facility.

"I suspect there's a couple of state reps down in Miami-Dade County where I live who are going to look at this and realize this was a huge mistake," South Florida bid committee chairman Rodney Barreto said. "We had the better bid. I could just look at the body language from the NFL staff. It's a shame. We may not see another Super Bowl for another 10 years."

Ross said South Florida "won't stop trying" to get one.

Next Feb. 2, the game goes outdoors in a cold-weather site for the first time, at MetLife Stadium in the New Jersey Meadowlands. If that gamble pays off for the NFL, look for other cities in similar climates ? Washington, Baltimore, Philadelphia, Chicago, Denver ? to bid for future Super Bowls.

The 2015 game will be played in the Phoenix area.

Earlier Tuesday, owners approved a $200 million loan for stadium construction in Atlanta. The multipurpose stadium could cost as much as $1 billion, with team owner Arthur Blank committed to funding most of it. Blank called the decision by the team owners an "important milestone" in moving the project forward. The owners also approved financing for renovations of stadiums in Charlotte and Philadelphia.

Speaking with reporters after the votes, Goodell also said:

? The draft will be held between May 8 and May 17 next year because the venue, Radio City Music Hall, is hosting an Easter show in April. He expects the draft will remain in May, with other adjustments to the NFL's calendar, including the dates for the combine and the opening of free agency, to be discussed with the players' union.

? A third international game in upcoming seasons could be added now that both games for 2013 in London have sold out.

? The Pro Bowl could be moved from Hawaii back to mainland cities after the 2014 game, but will still be held on the Sunday one week before the Super Bowl.

? Expanding the playoffs, and cutting two games off the preseason, still are being discussed. A reduced preseason could happen with either the current 16-game regular season or with an 18-game schedule.

Questions for Obama on drones, Guantanamo before his counterterrorism speech

(Larry Downing/Reuters)President Barack Obama will defend his counterterrorism policies in a speech at National Defense University on Thursday afternoon, looking to reassure Americans concerned about his hugely controversial targeted assassination strategy with drones and revive efforts to close the Guantanamo Bay prison for suspected extremists.

Obama?s remarks come as key lawmakers have begun debating whether to revise and update the post-9/11 law that underpins most of the so-called war on terrorism, legislation known as the Authorization for Use of Military Force, or AUMF. Critics worry the executive branch has interpreted the AUMF as a blank check for a global campaign over which lawmakers have only limited oversight.

Ahead of the speech, here are some questions about Obama?s approach to the anti-terror campaign begun when al-Qaida militants slammed hijacked airliners into the World Trade Center and the Pentagon on Sept. 11, 2001.

-- How long does Obama think the conflict against al-Qaida will last?

It?s been called "the forever war.? Some critics have scoffed at the very idea of a ?war on terrorism,? arguing that because terrorism is a tactic, the United States might as well be fighting a ?war on flanking maneuvers.? Obama once seemed to share this view, at least in these remarks from 2004.

What does he think now? Does he agree with Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict Michael Sheehan, who told the Senate Armed Services Committee in a May 16 hearing that the conflict will last "at least 10 to 20 years" from today?

-- Are drones creating more extremists than they are killing?

At an April 30, 2013, press conference, Obama renewed his call to close the detention facility for suspected extremists at the U.S. base in Guantanamo Bay, Cuba. Why? "It is critical for us to understand that Guantanamo is not necessary to keep America safe. It is expensive. It is inefficient. It hurts us in terms of our international standing. It lessens cooperation with our allies on counterterrorism efforts. It is a recruitment tool for extremists. It needs to be closed."

Will he address that same question now for drones? There is ample evidence that America's drone strikes are vastly unpopular across the Muslim world. While U.S. officials play down civilian casualties and insist that the United States takes every precaution to minimize them, such tragedies occur and plainly fuel anti-U.S. sentiment.

There is precedent for a president asking the U.S. intelligence community to make such an assessment. A formal 2006 study by America?s intelligence community found that the Iraq invasion and occupation was creating terrorists faster than U.S. forces could take them out.

-- How will America respond to drone strikes by other countries?

The Obama administration has argued that it has the right to kill suspected terrorists inside other countries, with or without the host country's green light. The president reaffirmed that right in May 2011 when he order the raid on a compound in Abbottabad, Pakistan, that killed terror mastermind Osama bin Laden.

So what happens when China or Russia assassinates someone they consider a terrorist? It's hardly an idle concern. Countries are racing to make up lost time in the race for drones. U.S. ally France, for instance, is in talks to buy drones from the United States and Israel. Others aren't far behind.

There are related questions. Will Obama push for some kind of global regulatory structure affecting drone sales, something akin to nonproliferation regimes affecting the transfer of nuclear or chemical weapon technology?

-- How many Americans, total, have been killed by their government since 2009?

The administration revealed late Wednesday that four Americans have been killed in drone strikes "outside of areas of active hostilities" since 2009: radical cleric Anwar al-Awlaki and three others who were ?not specifically targeted.? What about inside areas of active hostilities, like Iraq or Afghanistan?

- How will Obama overcome bipartisan opposition to closing Guantanamo Bay?

The first lawmaker to deal a major blow to Obama's promise to close the facility was a Democrat, then-House Appropriations Committee Chairman Dave Obey. And with the campaign ahead of the 2014 midterms already heating up, vulnerable Democrats may not rush to support the president's approach.

-- How does an American get off Obama's "kill list"?

Apart, of course, from the way that results in drone pilots half a world away high-fiving each other? If there are no formal charges to contest, where do you go if you think your government has wrongly targeted you for assassination? Or, as the author of a harrowing book on Obama's counterterrorism strategy, Jeremy Scahill, puts it: "How do you surrender to a drone?"

-- Why can't the next president just roll back any changes Obama makes?

A White House official said late Wednesday that Obama's speech would coincide with "the signing of new Presidential Policy Guidance that lays out the standards under which we take lethal action."

But presidents have a tough enough time fulfilling their own campaign promises (see: Guantanamo Bay, Obama's pledge to close), never mind abiding by their predecessors' rules. Whatever unilateral steps Obama announces on Thursday, a future president could likely undo.
